Definition
Liaison covers the exchange of intelligence, analysis and operational coordination between services. It is one of the three functions commonly grouped under a foreign-intelligence mandate, alongside collection and covert action.
The public record
Declassified and historical material documents sustained liaison relationships, especially with U.S. agencies. Because liaison is routine and mutually acknowledged, its existence is easier to document than the specific operations it supports.
